INTRODUCTION
The Marquette County Forestry Commission is seeking the services of a part-time consulting forester.  Marquette County manages nearly 9,300 acres of forestland for multiple use with an emphasis on forest product outputs.  A professional services agreement will be executed with the successful applicant.

INTERPRETATION FOR ADDENDA
Requests for interpretation of the terms and conditions of this RFP must be made by e-mail to Thyra Karlstrom, Senior Planner, Marquette County Planning Division at tkarlstrom@mqtco.org by January 2, 2018.  Responses to questions received will be posted on Marquette County’s webpage http://www.co.marquette.mi.us/rfps_bids no later than January 4, 2018.

SUBMISSION
Proposals shall be labeled with the company name and “Marquette County Consulting Forester 2018-19” on the outside of the envelope. Proposals must be sealed and submitted to the County of Marquette, Resource Management/Development Department, 234 West Baraga Avenue, Marquette, Michigan 49855, phone 906/225-8180, by 4:00 p.m. on January 10, 2018.

AWARD OF CONTRACTS/REJECTION OF PROPOSALS
The contract will be awarded to the most responsive consultant as determined based on the respondent’s ability to provide the required services. The County of Marquette will award the work to the firm having the combination of price, qualifications, and experience most advantageous to the County. 

Marquette County reserves the right to reject any and/or all proposals and to waive any irregularity in proposals received whenever such rejection or waiver is in the best interest of Marquette County. The respondent to whom the award is made will be notified at the earliest possible date.

The contract shall not be considered executed unless signed by the Chair of the Marquette County Forestry Commission.

DURATION OF CONTRACT
Contract will commence January 11, 2018 and expire January 8, 2020.

SCOPE OF WORK
County planning staff will prepare a work program and meet with the consulting forester prior to the commencement of work.  Consulting forester activities can include the following three categories. 

1.  Timber Sale Administration

  • identifies timber harvest sites using photos, maps, and other records
  • makes silvicultural recommendation
  • verifies land ownership
  • marks cutting unit boundary
  • determines timber volume and estimates value
  • monitors activities of contractor during harvest
  • inspects completed project

 2.   Reforestation Administration

  • identifies reforestation sites
  • verifies land ownership
  • makes silvicultural recommendation
  • marks boundaries if needed
  • monitors site preparation (disc trenching, etc)
  • determines sufficiency of soil moisture before planting
  • monitors planting for contract compliance
  • inspects completed project

 3.  Other Services

  • inventory
  • wildlife related projects
  • fire/insect damage assessment
  • timber trespass assessment
  • provides staffing to Marquette County Forestry Commission (as needed monthly meeting, various reports).
  • Participates in forest management plan updates
  • other duties related to professional forest management

 EMPLOYMENT QUALIFICATIONS (provide written descriptions/responses)

1.   Education

  • Bachelor’s degree in Forestry from an accredited university

2.   Experience

  •  Minimum of three years experience in forest management.
    • Provide resume

3.  Firm Profile

  • Experience of Principles
  • Experience of Field Technicians

4.   Other Requirements

  • Personal vehicle and valid Michigan driver’s license
  • Knowledge of laws, regulations, and requirements for environmental compliance
  • Skills in verbal and written communications to coordinate work and to write reports
  • Familiarity with Best Management Practices
  • Computer skills in basic software packages
  • Background in GPS and electronic data recorders
  • Proficient in Geographic Information System (GIS) applications

 PHYSICAL REQUIREMENTS
The work requires walking and climbing in steep, uneven terrains, usually covered with trees, brush, and other vegetation and/or rock debris.

WORKING CONDITIONS
Works in a forest environment where there is considerable risk of falls due to uneven surfaces, risk of injury by bumping into obstructions, contact with poisonous plants, weather extremes, etc.

INSURANCE REQUIREMENTS
Respondents must be able to meet the County’s insurance standards as set forth in the attached description of required coverage.

Proposals shall include a completed Bid Proposal Form and qualifications as required in this RFP packet.
